Why the order changes the bill
Most expensive mold jobs are expensive twice. Remediation without fixing the water source means the growth returns, often within months, and the removal gets paid for again. The order that holds is: find the source, fix the moisture, then remove what is damaged, then verify it is dry and clean before anything is rebuilt. An independent inspection that finds the cause usually costs less than one wasted remediation.
